CSFBL Premier Leagues are expected to represent the best aspects of the CSFBL experience. The leagues, and their members, are expected to set the example for all other CSFBL leagues in terms of activity, competetion, and sportsmanship.
Premier Leagues are entitled to the best CSFBL has to offer, including the newest updates and beta testing as determined by the developers. However, this does not grant a league officer (Commissioner) the right to demand anything of the developers or any of the CSFBL staff. Consider each fix, change, or extra item added to your league as a benefit, not an entitlement.
To become a Premier League, a league most show a level of sustained activity greater than or equal to the Premier Leagues already in place. A Premier League candidate must be approved by the CSFBL development team to gain such recognition and status.
As owner, developer and author of the CSFBL Web site and game, ComputerSims, LLC reserves final authority in any matter associated with Premier Leagues. The CSFBL development team may delegate any task mentioned in these by-laws to an appointed representative or committee as he sees fit.
All Premier Leagues shall be subject to periodic audits. Audits will be used to, but are not limited to, determining each league's status as a Premier League, and evaluate the Commissioner(s) running the league.
League Government
All leagues will establish a governing body not limited to one Commissioner, but including at least one other assistant and/or committee as deemed necessary by the league. The head Commissioner(s) are encouraged, but not required, to remain a non-owner.
Everyone in the established governing body is expected to act in an unbiased and professional manner at all times keeping in mind that they represent CSFBL and its finest leagues. Each person in the established governing body is subject to evaluation by the CSFBL development team and/or others as designated by the development team. They will be subject to disciplinary action if their actions are deemed inappropriate to their position and the best interests of CSFBL.
Dispute Process
Any action by the governing body of a Premier League deemed of concern or inappropriate by a member of that league will be brought privately to the attention of the CSFBL development team. He will convene an ad hoc committee to advise on the issue and then take what he deems appropriate action taking the recommendations of the committee into account.
Disputes involving level of activity within a league will be handled by the governing body of that league based upon that league's established activity rules. Any sanction decided upon by the governing body will then be recommended, with supporting documentation, to the CSFBL development team, who shall review the recommendations and act on them as he sees fit.
Ownership Requirements
To avoid issues concerning purposeful team underperformance (aka "tanking") all CSFBL Premier Leagues governing bodies shall be required to enact and enforce a set of minimal team performance based requirements, and remove owners who fail to meet them. A league's governing body may set more stringent requirements, but the minimum requirements shall be:
No team shall lose 115 games or more without the owner being subject to a review and potential recommendation for removal by that league's governing body;
No team shall average 180 or less total wins over the course of any 3 year period without being subject to a review and potential recommendation for removal by that league's governing body;
Certain immunity or graces shall be given to new owners, or owners taking over teams whose previous owner was removed by application of these by-laws.
Removal of an owner based on severe inactivity, rule breaking, harassment, cheating or behavior not otherwise covered in Rule 4.1 will be recommended by the league governing body to the CSFBL development team via private communication, with supporting documentation, per the dispute process defined in By-Law 3.0. [Note: RULE 5 would not come into effect until a "credit" system is implemented.]
Premier League Dues
All owners within a Premier League are required to pay a membership fee of 2 credits/season. Payment is due on October 20th of the league's season (Game 1 of the World Series.)
The CSFBL development team will note any owner not meeting this requirement and shall supply warning via private communication no later than after 3 straight seasons of non-payment. An owner not supplying payment or plan for payment to the development team's satisfaction shall be subject to immediate removal of ownership if a 4th straight season of non-payment passes.
Ouraborus Clause. By-law 5.1 is not in effect until a credit option is established in CSFBL by which owners may purchase special perks or options using credits in exchange for a monetary (or service) payment. Said system to be defined and controlled by the CSFBL development team. Upon establishment of said credit system by-law 5.3 (this by-law) becomes null and void and will be removed from these by-laws.
